[Cata] Arcane Missiles - Wrong overall proc chances

The title most likely explains everything. Arcane missiles should have a 40% proc chance regardless of the type of spell. On top of that the missiles should not be able to trigger themself. Right now the default proc chance is too low and the missiles are like nonstop proccing themself so you can like channel Arcane Missiles forever.

Need reference of arcane missiles cannot proc of themselves on 4.x.x (its like that on later patches but need to check history)

I cannot find reference but judging by the label itself looks like its indeed a bug, thanks for the code example
