Consider hosting instance of Open Refine for data loading #32

There is a docker image here: https://github.com/SpazioDati/docker-openrefine set up with Open Refine including the RDF extensions.

We could configure this, behind a password, on the RP.org server:

(a) So it is running closer to the SPARQL endpoint it will be resolving against; (b) So that we can more easily collaborate with people loading data on the platform; (c) So we can potentially automate some of the workflow in future;

We're not really making much use of Open Refine now - mainly working from spreadsheets, so I think we can leave this aside for now.
