Trigger automatic deploy when merges are done to staging #543

Why

Developers should be able to test changes being merged into staging as fast as possible so they can get feedback in a timely manner.

What

[x] after a staging image is built, trigger the nrgi-dcos project in Shippable that deploys the new image to the staging environment
- [x] create the CURL to trigger the deploy project
- [x] pass project(name, branch and SHA of latest commit) info to the deploy project
  Notes

The deploy is being done on the experimental ECS infrastructure at first.
