Add make to expert installation dependencies

Description

pypublicdecompwt is a dependency of geoips. make is a dependency of pypublicdecompwt. To install pypublicdecompwt you need make, but it's not listed as a dependency on the expert installation instructions. It needs added. Found when updating the Dockerfile. Re: #449 and #452

A very short one, yes. To be consistent with our actions workflows, we require an update to docs/source/releases/vX_Y_Z.rst with every PR. @jsolbrig perhaps for something as small as this just a bullet in the summary at the top is enough, without a full section below?
