Discuss ``output_formatters:histogram_netcdf`` #562

Description

PR #530 introduced a new output formatter plugin which performs both data manipulation and output formatting. This plugin is called histogram_netcdf. We should discuss whether nor not manipulating and outputting data is appropriate and whether or not this should be broken down into an algorithm and an output formatter.

This is not a comment on the plugin itself rather a consistency conversation that we should talk about in case this occurs again in the future.
