The CLI opens cmd_instructions.json upon load
This leads to a PermissionError: [Errno 13] Permission denied: '/app/geoips_packages/geoips/geoips/commandline/ancillary_info/cmd_instructions.json' if the install dir is unwritable
This could be a problem for multiple user install of geoips where the install dir is read-only for users

Short term fix: install without the instructed -e when using pip or install with --user
