Scanned images are not displayed in some PDFs (Google Chrome and Google Docs) #167

What steps will reproduce the problem?
1. Open http://www.federalreserve.gov/pf/pdf/pf_4.pdf in Google Chrome

What is the expected output? What do you see instead?

  Scanned text should be visible. It is not. It is visible in other PDF readers (Adobe, Foxit, Firefox built-in).

  The same problem happens on Google Drive/Google Docs.

    (I have also attached this file which is the first page of the Federal Reserve Document.)

What version of the product are you using? On what operating system?

  Google Chrome 43.0.2357.81 m on Windows 7 (64-bit)

  Problem also happens on Google Chrome 42.0.2311.90 (64-bit) on Linux

Please provide any additional information below.
