Actually - after thinking about it, this may not be necessary. We can discuss in our next meeting. So hold on this for now.

After more thought, we don't really want this functionality for a shared / Regional shelter layer. We'd want to just take a snapshot each operational period, but return everything back to closed at the end of an incident.
