20220121 debugging #10

This is a working version of the startup files for AMX that work with a copied conda env from FMX (collection-2019-3.0-fmx).

I had to place a placeholder .pyOlog.conf file to softioc's home dir to enable %wa magics.

The suggestion from @mrakitin to remove the token-disabling line should be committed.
