This adds the necessary components to recreate our experiments from MMM-3 (Ramadan).
Many of the other previous changes were centered around gdrive rsync and checking for an image in glancing_angle.py. All of these have since been updated in the main branch, and wrapped nicely to check for qserver.
I was careful to not enforce any style/lint/isort.
A future PR will address the generic N element plan, but this should be solid for now.
