ENH: set up squashing #12

This is an old branch at csx local machine. We just created a PR to check if we need to merge it or not.

Any guidance from CSX staff on if this is still needed?

Yes, it's needed, especially for the holography experiment. According to @wen-hu, this was not complete, and @tacaswell said we needed to wait for the upgrade of bluesky. Do we have all the machinery in place to enable it?

@tacaswell is this to fix the buffer for imaging summing before writing the data? This is kinda cool...does this erase the buffer at the start? The IOC doesn't automatically clear the buffer during accumulation....so we never used the filter for the FCCD at CSX.

For example, if the filter = 10, and you only collect 5, stop the camera, turn off buffer and do stuff for a year, those original first 5 are in the buffer (except maybe if you restart the IOC, but this could also be in autosave - not sure).

@mrakitin do you rememberer if @wen-hu wanted this to make loading images by data broker faster? maybe tiled helps with that now?
