Update xspress3 to use nslsii, upstream change in nslsii is also needed.

We don't have xspress3 in nslsii package yet, cannot use it.

We have xspress3 in nslsii v0.5+ now. Going to change and test it.

need to ask DAMA back when were are ready to test xpress3 should note there is an IOC upgrade that will make collecting images over time easier
