CI: use nsls2-collection-2021-3.1 envs #62

Thanks, @ambarb! The reason we have 2 versions of Python is that we want to have a backup solution to switch to the older Py37 as we used it for quite a while, and the packages are available for that version, as some packages may still have issues with Py39. Eventually, we'll switch to Py39+.

As for the deployment, it will be handled by your AST (cc @danielballan, @AbbyGi, @maffettone).

@ambarb, ready for your review. I also included the recently generated 2021-1.0 envs in the test matrix.
