New slt3 pos #72

New slt3 positions. Working since we changed (start of 2022-3).

Also fixed not being able to change the ramp_rate for the lakeshore device I don' really understand how this was RO but apparently it was me. Tom's picky lakeshore is the way to go, but beamline staff need to test this more because we haven't been using it (Tom made it a "motor" using ophyd). Scroll down to find Tom's picky lakeshore

These are minor changes. It is clear slt3 needs improvement, but I am still hoping for an epics device to do the book keep. That way, we can archive the positions and understand atleast when they were changed.
