Add `wait_for_peaks` helper plan #85

This plan "waits" until the peaks have required dictionaries with data in the corresponding attributes (cen, com, max, etc.)

Developed and tested at CSX with @ambarb and @robertschaffer1.

@robschaffer1, please feel free to add commits to this PR branch. The custom testing code would go to the .ci/drop-in.py file similar to https://github.com/NSLS-II-TES/profile_simulated_hardware/blob/master/.ci/drop-in.py.
