17Q3 to 19-2 conda env conversion #2

This is WIP, as it was only thoroughly tested with @mfuchsbnl on 09-machine.py and 95-custom_plans.py.

~NOTE: the corresponding code at AMX should also be updated, so that the ivu_gap is a bundle device, not ivu_gap.gap!~ ^^^ This was done with @tacaswell and @ke-zhang-rd on 04/18/2019 during the deployment visit at AMX.

The master branch should be tagged as 2019C2with17Q3env before this PR is merged.
