ENH: Added functionality for agent to listen to a secondary kafka topic for directives.

Task List

[x] Implement Kafka consumer that listens to both the RE data stream, but also for user directives
[X] Adjust base class to use new AgentConsumer instead of RE style RemoteDispatcher
[x] Undo the damage of d2200
[x] Write up docs and best practices as per https://nsls2.slack.com/archives/C03E9D3QP09/p1667259058685139
[x] Demonstrate with example "passive" agent using CMF

@gwbischof this is what I was walking through in the group meeting

This CMF agent got tested to the best ability without actual data. We will have to play with it on the day of live.
