an overhaul of the rsoxs and nexafs scanning routine, specifically the spreadsheet format, and a removal of all custom plans in favor of simple recipes from a separate package rsoxs_scans. this package creates a list of commands which are relatively simple to access from the existing scanning routines. Also, adding the polarization, temperature, and location changes within a single bluesky run, condensing the number of runs overall. This will definitely require refactoring of the pyhyperscattering and RSoXS browser gui for analysis.

This has become the standard branch, so I think merging is the correct way to go
