I'd like to get comments on this from the group. Specifically @heroux @cowanml @klauer @dallan @tacaswell

I'll plan on giving this a week for debate and general :bike: :house:. Next monday (2016-05-16) I'll start working on puppet modules to implement whatever is decided in this PR. Thanks all!

Ok this has been updated to reflect a more precise version of what the automated stuff is going to do. The bash code has been sketched out, but not tested yet. Getting the bash code working is going to require some trial and error and will take some learning of puppet. Have another look @tacaswell ?
