ENH: Auto-build the docs #50

In theory this will auto build the docs once merged to master. I've tested this with different env vars that successfully built and pushed the docs to https://ericdill.github.io (see the last commit for what i needed to change). I want to play around with another repository and make sure that I can get the nsls2-ci scripts working properly before this gets merged.

To echo @klauer elsewhere, we are all very excited about this. All docs lag based on when I get around to pushing them.
