This is just what I said I would do in the meeting.

Please feel free to rename the file as you see fit.

I think that this just needs to be a standalone document that briefly describes why we want to do it, what we propose to do, and then some details.

I am still not sure if these types of documents shouldn't be in a separate repo - basically just so we don't have to CI on each commit! 😄
