ENH: add a new link to the resources; correct NumPy tutorial link #92

Added a link to the free pdf book by O'Reilly: https://www.oreilly.com/programming/free/files/python-for-scientists.pdf.

Also, http://wiki.scipy.org/Tentative_NumPy_Tutorial does not seem to work anymore, updated it with the "NumPy Tutorial" from http://www.numpy.org.
