rixs_1v1c_py: 1) added new option for pol_type: 'isotropic' 2) added optional argument skipGS to skip transitions to the ground state (direct peak)

Suggestions implemented along with a small additional modification: In the case skip_gs=True, the indices of gs_list are removed from the list of final states instead of assuming that the ground states correspond to the first indices of eval_i.
