pin metapackages to IPython=3 because lmfit #44

lmfit version is not IPython 4 compatible yet. Thus we need to pin to IPython=3 in the beamline metapackages

@danielballan tested lmfit master (0.9.0rc1) and it does not have this issue. I have built v0.9.0rc1 and uploaded to to latest. That is the version we are going with for this deployment.
