Set up and test PVSuspenders at beamlines #71

Suspend scan automatically if beam current dips, front-end shutter closes, etc. We have some of these at CSX, I think, but none elsewhere.

attn @klauer I think these at least a way forward to automatically suspend collection during top-off

Someone should walk around the ring and put PVSuspenders into everyone's beamline config. This is a day's work and involves careful and close collaboration with beamline scientists. Individual needs and preferences will vary.

@tacaswell Though top-off hasn't been so much an issue for us as expected (normalizing intensity ends up being sufficient), I'd still like to get suspenders working at the HXN. I had an old beam-current threshold/shutter-open pseudo-detector in the past scan engine that would fit right into the suspender framework.

Would also be cool at some point to have an interface on flyers to at least optionally allow suspension. @danielballan and I chatted about this at some point but agreed it should be low priority.
