Finish bad frames time correlation PR, tag new version and deploy to CHX

This is in relation to scikit-beam/scikit-beam#400. CHX wants to use this new code this weekend.

I need to

• [x] review scikit-beam/scikit-beam#400
• [x] tag scikit-beam v0.0.7
• [x] build binary

I probably need @danielballan to help with:

• [x] deploy to CHX environment on jupyterhub
