SCREENSAVER MODE - unable to use screensaver_mode topic if panel boot up settings is no screensaver #149

Describe the bug If panel Screensaver Mode settings is set to "no screensaver" on boot the screensaver_mode topic does no work

To Reproduce Steps to reproduce the behavior:

  1. Set panel Screensaver Mode settings to "no screensaver", save and reboot panel
  2. wait for screensaver to start, in this case screen goes black
  3. Send command "with_background" to screensaver_mode topic to change Screensaver Mode
  4. Nothing changes on panel, it stays black.

Expected behavior Panel should go from black to the desired Screensaver Mode
