CharacterModeCommand not implemented for OneCore voices #32

Need to come up with a workaround for the 'a' sound when using OneCore voices. I've filed a bug report about this with NVDA, but any fix will likely not be available in the short term.

Found a bug in the fix, but b607f07b04c22165f7671d472acc7a5baf14e91d fixes that.
