Make dialog for language to use aware of regional dialects #54

MathCAT is capable of handling something like "en-gb" if there is a "gb' subdirectory in the "en" dir.

The dialog can't handle that and needs to modified. Perhaps all language/region options should be listed at the top level. Another option is when there is a dialect, make it be hierarchical.

A list of country code that can be used (must like the language codes already used) can be found here
