why on god's green earth would this be intentional? it's literally a frame with a mysterious ghost photo that you can only see by shiftclicking.

you can’t view them at all without shift clicking? or do you see them when you get close enough? also, is there any difference if you change the painting, or if the painting is empty?

you can't see it at all without shiftclicking. changing unknown. painting doesn't change visually when empty or not.
