Test multiple R versions #62

Rather than having a lock file with specific versions, have a DESCRIPTION file, turning this into a regular R package which lists its dependencies, but not specific versions. This will allow this to work with different versions of R (since some packages break with later versions of R).

Abandoning this as the long term plan is to use the run-sch repo to manage the amis integration,,
