Add a pre-commit configuration
Switch build system to Hatchling
Moves test code outside of package src directory, and updates it so the tests run correctly from their new locations
Update README to reflect changes

This update prepares the its-preselector package for publication on PyPi.

This PR does not increment the version number- let's do that when the functional changes on the WebRelayAndStatus branch get merged in.
