Drop Py_SetProgramName #220

This is deprecated from python>=3.11, it seems it doesnt hurt to remove it

Yeah, I don't really think it has a current usage. A bit unsure though.

@markaren I updated the CI to test 3.9, 3.11 and 3.13 instead of 3.7, 3.8 and 3.9 and the change passes, so it should be good to go.
