Fix odym_regions in settings.py #58

This error applies to all building archetype files. I now fixed it in the current version, @nheeren please make sure that buildME used the correct regional labels Oth_R32EU15 and Oth_R32EU12-H!

I added these changes to my pull request; I corrected both names in settings.py, and I also moved all the paths definition at the top of the file so that they're all in the same place!

I checked again and it's only these two region labels: Oth_R32EU15 and Oth_R32EU12-H All other labels are OK!
