Load GCPs from .points file #32

Is your feature request related to a problem? Please describe. HYPSO-georeferencing currently handles loading of GCPs. Move this into HYPSO-package instead.

Marked blocked due to need for hypso-georeferencing to be updated first

Need to be able to create a GCPList in hypso1.py and pass it to the Georeferencer object
