Move HYPSO1LatDatFileHandler and HYPSO1LonDatFileHandler to separate .py file #16

File handlers have been moved to hypso1_lat_dat.py and hypso1_lon_dat.py. The file reader entries have been updated in hypso1_bip.yaml.
