Emergency welder added, toolboxes contents changed a bit

Added two new spriters for welders - emergency welding tool sprite (by thunder12345) and industrial welding tool sprite (by DiUsTin). Added emergency welding tool to emergency toolbox. It holds two times less fuel than regular welder.

Other changes:

• 25% chance to spawn a multitool in electrical toolbox
• Red crowbar damage buffed a bit, from 5 to 8
• Added me to admins.txt
• Replaced welder in syndicate toolbox with industrial welder
• Replaced crowbar in syndicate toolbox with red crowbar
• Replaced random color cable coil in syndicate toolbox with red cable coil
