Med/Sec bot Notifications, HUD updates, and tweaks! [Requires Additional Testing]

Ports and modifies https://github.com/tgstation/-tg-station/pull/3939. This update features:

• Reporting of Secbot arrests to players using Security HUDs, including Silicons.
• Security bots now have more settings - They can be configured to arrest anyone without an ID, having unauthorized weapons, and may be configured to ignore people set to arrest.
• Medibots can now alert Medical HUD users to patients in critical status, encouraging Medical Doctors to be EMTs!
• HUD code has been made centralized such that more mobs can use it.
• Cyborgs have had their HUD modules removed in favor of a built in command as the AI does.
• New "access_weapons" access type which Secbots use to check who has weapons access.
