This is update to mining fixing Ripley mech being useless in mining and adding a working plasma cutter.

Advanced mesons added to RnD. This is basically mesons + ore scanner + a bit of night vision.
Reduced cost and tech levels for regular mesons in RnD.
Ripley's armor buffed a bit.
Ripley's speed increased a bit.
Ripley's equipments slots increased from 3 to 6 so you can attach a ton of tools to it.
Advanced mesons added as visor to Ripley.
Plasma cutter can fire plasma blasts and dig up to 4 tiles in line. Uses plasma ore, sheets and liquid plasma as ammo.
Plasma cutter added to mining tools vendor
Advanced plasma cutter added to RnD.
Mech plasma cutter added to mech fabricator.
