main purpose of this PR is to facilitate adoption of plumbery, by providing comprehensive setup instructions for various systems

Anthony, the PR is merged right now so that I can ask some guinea pigs to test the new setup instructions from readthedocs

The bit about installing certs may be tricky, by default it's going to try to install CA certificates in the current user's trusted roots store rather than the machine-level one. Might want to make a note of that because not everything respects the user-level trusted roots store.
