Remove useless versioning #1

As title, the version system of the api is useless. We should remove it.

FYI: That served as an killswitch for outdated Android app (rschiang/ntu-vote-authenticator). A newer API version would disable the app and ask the user to update them.

You could evaluate whether this could be useful.
