Error when trying to access Reviews from Submissions tab #1014

If a submission has been assigned reviews and at least one or more Review has been begun, clicking on the Reviews link yields an error message

We're sorry, but something went wrong.

If you are the application owner check the logs for more information.

Try the homepage to see a list of current grants.

Updating--error occurs because grant owners added a question to a reviewer form that already had been used for reviews. Will open another ticket to prevent this from happening (review forms should be uneditable when reviews have already been submitted)

Received permission from grant admin Caitlin Lair to remove new criterion on review form which should fix this error

Criteria deleted. Underlying issue will be mostly addressed in #1015
