This pull request is a WIP that adds the ability to use functions for target functions instead of only providing lists of students and projects (issue #1) and script execution during production (issue #3, #4)

This PR:

introduces functional targets that are computed at run-time based on data from the studio api (closes #1)
uses a local this scope instead of globalThis to prevent race conditions in production (closes #3)
overhauls the execution flow to separate out (1) a library of scripts; (2) scripts being actively monitored for; (3) issues based on triggered scripts created for individual students/projects; and (4) issues that have expired (closes #2)
uses a fuzzy match on time (closes #4)
