Update certificate misp_enable_vector.sh

It seems that the Public Datadog certificate has changed, causing the docker build to fail.

I added the updated certificate via this link: https://keys.datadoghq.com/DATADOG_RPM_KEY_CURRENT.public

I tested on my dev cluster and it worked successfully.
