Re-implement "collaborate" in post-Google Drive model #226

A few users have requested the ability to collaborate on StoryMap authoring. We had to disable this feature when we stopped using Google Drive as the storage system for StoryMaps.

@jywsn wrote a few notes on how this might work.

I think it is easy enough for groups and organizations to create a shared Google account to authenticate into a shared set of StoryMaps. The idea of sharing resources across accounts sounds a bit complex to make it a priority at the moment. I'm voting for wontfix
