Made `tl-note` less stand out from the `dark` theme #795

This PR complements the fix that was done dark theme - https://github.com/NUKnightLab/TimelineJS3/pull/794

Previosly, tl-note was using exclusively the #fcf8e3 color which didn't fit best into the dark theme: image

Now, tl-note background is configurable and it used less vibrant color for the dark theme: image
