Implement "capsules" #2

These are basically functioning, but when the capsules scale out, they go beneath other nearby capsules. Right now this is solved by jumping the z-index on the expanded page, but the animation should actually happen "above".

This custom behavior looks as though it might provide a hook at the animation start where one could possibly make that kind of adjustment. There are probably other routes as well.

For now going to leave this open until we get the animation tighter, but work may shift to other elements which aren't as far along.
