Some options are currently only listed as CLI arguments.

This has been completed. Added an entry for WATCHER_REQUEST_TIMEOUT and its new usage. Added WATCHER_SCOPE_PREFIX, WATCHER_EXTRA_SCOPES and WATCHER_SCAN_INTERVAL.
