Create YML environment file for repository

This repo should have its own YML file that others can create a conda or pip environment with. An example might look like:

• conda-forge dependencies:
• python=3.7
• numpy
• pandas
• dill
• scikit-learn
• tensorflow-gpu=2.0
• matplotlib
• seaborn
• ipython
• ipykernel
• pip

The above should work, but I have had problems before installing TensorFlow 2.0 before, so we may need to try something like this instead:

• pip:
  • tensorflow==2.0.0
