Resurrection shards don't drop #1

Teodorikus, a member of the Omega SMP has reported resurrection shards to not work. They do not own a GitHub account, so I will be adressing this issue for them.

Expected behavior: -on death-ban, an OP item and a resurrection shard drops

Actual behavior: -on death-ban, an OP item does drop, but a resurrection shard doesn't

Reproduced the exact same environment as the Omega SMP, I cannot reproduce the bug though. This issue will be marked as "can't reproduce".
